Classification StandardsPerforms a variety of tasks associated with
advanced technical building inspection and preliminary plans
examining work to ensure that new plumbing and drainage
installations and alterations in public and private buildings are
in compliance with established codes, laws and regulations. Duties
in this level include but are not limited to: supervising and
scheduling work assignments for Plumbing Inspectors; performing
technical and specialized work involved in the inspection of
plumbing and mechanical installations to ensure compliance with
existing regulations, ordinances and codes; and reviewing requests
for permits in accordance with established standards. -Supervision
ReceivedWorks under very general supervision. May work
independently or with other skilled or semi-skilled workers with
responsibility for completion of assigned tasks. -Essential Duties
& ResponsibilitiesThese are typical responsibilities for this
position and should not be construed as exclusive or all inclusive.
May perform other duties as assigned. Supervises, schedules work,
and manages time sheets for Plumbing Inspectors. Investigates and
resolves public complaints; recommends appropriate actions.
Inspects residential and commercial plumbing/mechanical
installations during various stages of construction and remodeling.
Enforces compliance with applicable codes, ordinances and
regulations. Recommends modifications and adjustments as necessary.
Inspects previously occupied buildings, spaces or suites for code
compliance. Approves inspected areas for certificates of occupancy.
Inspects existing residential and commercial structures for change
of use, occupancy or compliance with applicable plumbing/mechanical
codes and ordinances. Inspects residential and commercial
plumbing/mechanical installations and a large variety of other
complex and routine building system elements. Confers with
architects, contractors, builders and the general public. Explains
and interprets requirements and restrictions of adopted codes and
ordinances. Receives calls and answers questions about permits and
code requirements. Directs inquiries as necessary relating to
residential and commercial construction. Retrieve permit
information from the computer; verifies legal data including
owners, tax records and other data needed to issue permits.
Maintains files and reports regarding inspection activities and
findings on all active projects. Testifies in court as necessary.
Drives to and from destinations as assigned by supervisor. Conducts
pre-construction meeting with architects, engineers and contractors
to explain code and legal regulations as related to new. -Decision
MakingApplies organizational policies. Selects from multiple
procedures and methods to accomplish tasks. May collaborate with
managers, supervisors, and colleagues with implementing solutions
to procedural problems or issues that come up in meetings.
Leadership Provided Has formal supervisory authority over work
group (typically at least three employees) to include discipline,
performance management, scheduling, training, etc. project
construction. -Knowledge, Skills & AbilitiesThis is a partial
listing of necessary knowledge, skills, and abilities required to
perform the job successfully. It is not an exhaustive list.
Knowledge of: Uniform Mechanical Code or related general
construction codes; mechanical systems; Uniform Plumbing Code or
related general construction codes; plumbing and fire protection
systems; electrical work, carpentry work, and cement work; complex
mechanical and plumbing inspection techniques; residential and
commercial plumbing/mechanical construction, materials and methods
of construction; safety standards and methods of construction for
commercial, industrial and residential buildings; pertinent
federal, state and local laws, codes and regulations. Skill in:
organizing daily inspections, inspection files and test reports;
detecting code violations within all required phases of residential
and commercial construction; analyzing plumbing/mechanical plans
for existing and new structures for code compliance; listening and
communicating to effectively convey information verbally and in
writing; operating computers with extensive software proficiency,
covering a wide array of applications. Ability to: learn
plumbing/mechanical related codes and ordinances adopted and
enforced by the City, including adopted plumbing/mechanical codes
and Zoning Ordinance; read and interpret complex building plans,
specifications and building codes; determine if construction
systems conform to City code requirements; apply technical
knowledge and follow proper inspection techniques to examine
workmanship and materials; advise on standard construction methods
and requirements for residential.
